Angela O'Neill, M.S., C.H.E.S., Health Educator/President
Angela O'Neill provides needs assessment, project coordination,
survey design, data collection, evaluation, and report writing services for health-promotion programs. Her areas
of focus include social/emotional health, disease prevention, nutrition and physical fitness, safety, and prevention of alcohol,
tobacco, and other drug abuse, A Certified Health Education Specialist (CHES), she completed her Master of Science
degree in Health Education, with a concentation in Community Health. With over 10 years experience in health promotion
projects across the state, recent work contracts include co-evaluator for the Jackson County Substance Abuse Prevention
Coalition, and data coordinator for the Michigan Model Survey Development & Evaluation projects, as
well as Bully-Free Schools. In 2008, she received special recognition from the State of Michigan, Comprehensive

Jim O'Neill, Ph.D., Professor/Senior Consultant
Jim O’Neill,
Ph.D, has over 20 years experience in program evaluation and has received national recognition for several
research projects, including the Michigan Model Evaluation Project, and for the development of evaluation tools and guidance documents from organizations including the White
House Office of National Drug Control Policy (ONDCP) and the National Community Anti-Drug Coalitions of America (CADCA). Considered
an expert in his field, Jim has provided training at the local, regional, and national level. He
is an advocate for data-driven decision making. Jim is currently Associate Vice President for University Accreditation
at Madonna University (MU). Prior to this appointment, he served as Professor of Psychology for over 17 years,
and instructed over 45 sections of research methods, statistics, and evaluation. In 2004, he received the MU
Faculty Excellence Award, and in 2007 was presented the Harrison Award from the Michigan Departments of Education &
